In 1853 he moved to New York City where he opened a law partnership with Jonathan G. Eveleth. Shortly after settling in New York, Bissell paid a visit to several of his former professors at Dartmouth College. While there, he discovered a sample of crude oil that had been collected in the Oil Creek region of northwest Pennsylvania. What captured his imagination about the sample is not exactly known. Perhaps he knew that people had been using petroleum for centuries in such varied applications as caulking ships and making medicines.
At the 1867 American Institute Fair in New York City, he demonstrated a prototype of his people-moving system. The all-metal, trackmounted car was cylindrical with flat ends and could seat 10 people. The metal tube through which the car traveled (which for demonstration purposes was mounted aboveground) had an inside diameter only slightly greater than the outside diameter of the car. Mounted at one end of the tube was a huge fan that blew against the flat end of the car with sufficient force to propel the car to the other end of the tube.
